Previous inspection: Outstanding 1 How well the early years provision meets the needs of the range of children who attend Requires improvement The contribution of the early years provision to the well-being of children Requires improvement The effectiveness of the leadership and management of the early years provision Requires improvement The setting does not meet legal requirements for early years settings

p.1

This provision requires improvement. It is not yet good because:

 Staff working with babies do not assess their progress frequently or accurately enough to clearly identify each child's stage of development, or effectively plan their next steps in learning.  The quality of teaching is inconsistent, which means that children are not fully challenged during activities to promote their learning and development.  Staff do not always ensure that hygiene procedures are rigorous in the baby room and that resources are clean. Therefore, they do not fully promote children's well-being.  Younger children do not always have opportunities to explore natural and textured resources to encourage them to learn using all of their senses.  Staff have not fully developed the use of children's home languages within the nursery to support the development of their communication skills.

p.1

It has the following strengths

 Staff consistently encourage children to develop their independence skills by managing many of their personal care needs. As a result, children are confident in what they do by themselves and this helps to prepare them well for their next stages in learning.  Staff form trusting relationships with parents, who say they are happy with the service provided. They feel well informed about their children's progress.  Management have a realistic awareness of the areas of practice that need improvement and are beginning to take action to address these.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 implement an effective system to regularly observe and assess younger children's learning, to plan purposeful activities that build on their current interests and abilities  improve the quality of teaching, particularly during creative activities, to ensure that all children are fully engaged and enjoy exploring and learning new skills  implement effective hygiene arrangements to promote the good health of children, with particular regard to the floor in the baby room and ensuring that all resources used by the children are clean.

p.2

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

p.2

What the setting needs to do to improve further

 enhance the use of resources further, so that younger children can use a range of natural and textured resources that encourage them to learn using all of their senses  extend the use of children's home languages to further support their communication and language skills.

p.2

Inspection activities

 The inspector observed the children's activities and staff interactions with the children.  The inspector conducted two joint observations with the manager.  The inspector examined a sample of children's assessment records and planning documentation.  The inspector checked evidence of the suitability and qualifications of staff, and the provider's procedures for self-evaluation.  The inspector spoke to some parents and took account of their views.

p.2

who attend. This requires improvement

Overall, staff have an adequate understanding of how children learn and develop. However, not all staff monitor children's learning consistently. For example, staff in the baby room do not consistently assess younger children's progress, so do not plan and provide activities that build on their individual learning needs. Furthermore, children do not always learn effectively during some activities, such as messy play, to foster their investigation and exploration skills fully. This is because the quality of teaching is variable at such times. However, children do enjoy exploring with malleable materials, such as foam and paint, to make marks and shapes. Overall, staff use appropriate teaching methods to encourage children's language and communication skills. For example, they use activities, such as story or circle times, to ask children questions that encourage them to think critically and respond appropriately. However, staff have not fully extended the

use of children's home languages during daily routines and activities.

p.3

requires improvement

Staff provide a child-friendly environment where children feel safe and secure. They work closely with parents when children join the nursery. This helps staff to promote children's well-being and helps each child settle in smoothly. Children follow good hygiene routines. However, although most children use suitably clean resources and environments, flooring and some toys in the room used by the youngest children are not sufficiently clean and have the potential to promote cross-infection. Although this is a breach in requirements, there is no significant impact on the children because the manager has taken immediate action to improve hygiene procedures. Staff support children to behave well as they learn to play cooperatively. They remind children to use good manners, modelling language and giving gentle reminders to share, when there is a need. Staff provide children with a healthy range of nutritious foods and daily opportunities for outdoor exercise and fresh air.

p.3

provision requires improvement

Management and staff have a sound understanding of their responsibility to protect and safeguard children. They are aware of the procedures to follow if they are concerned about a child's welfare. Management is continually looking for ways to improve the quality of the nursery. The management team carries out regular staff supervision sessions to monitor staff performance and identify any training needs. However, these strategies are not having enough impact on reducing the differences in the quality of teaching across the nursery. As a result, children do not progress as well as possible. Staff communicate with parents and this helps to support children's interests in the nursery and at home. They are vigilant and seek early help for children identified with additional needs, and work effectively with other professionals and agencies.
