This home was judged good at the last full inspection. At this interim inspection Ofsted judge that it has sustained effectiveness .

p.2

This inspection

The Registered Manager has a good awareness of all aspects of the home and the care provision. Monitoring of records and support of the staff team is of a high level. Monthly monitoring of the home is completed by the senior team and management with detailed records. Issues raised within the monthly independent visitor are responded to swiftly showing that the staff team are committed to developing the home and the care provided. The Registered Manager and senior staff are keen to highlight developments that have been made at the home since the last inspection.

p.2

This inspection

The two requirements from the previous inspection have been addressed. Staff recruitment records are now comprehensively recorded and young people’s views are reflected in the appointment process. This has strengthened the safeguards that help protect young people.

p.2

This inspection

Since the last inspection an online monitoring system has been developed to review individual staff training. This has ensured that staff development is systematically reviewed alongside staff appraisals and should ensure that the leadership is able to respond to any shortfalls promptly. All staff have undertaken and regularly update mandatory training related to their general child care role. This has however highlighted a key weakness in the provision of specialist training related to this specific provision. This means not all staff have the necessary skills and knowledge to safely care for these complex young people. This will be a recommendation at this inspection.

p.2

This inspection

Young people’s behaviour continues to be well managed. Since the last inspection behaviour expectations are more clearly evidenced. Individualised behaviour management targets have been established with young people. Staff are clear about their expectations and appropriately reward positive behaviour and immediately address negative. A parent commented that young people knew where they stand 3 of 6 as they have clear boundaries and noted “it was the first time (young person) had stuck to something". Restraint is rarely used and it is evident that young people and staff are given opportunity to reflect upon the incident. This ensures young people are able to practice their rights and effectively safeguarded.

p.2

This inspection

Arrangements are in place to ensure that young people are kept safe within the home. Assessments are made on all young people's admissions to the home examining the effect that their admission would have on the home and to the young person being admitted. Risk assessments are completed throughout young people's placements. These include assessments relating to behaviours, missing incidents and specific risks highlighted within the placing information. Some risk assessments do not include responses that are sufficiently detailed to respond to all aspects of the care that is being provided to the young people. This could affect the welfare of both young people in the home and also the staff team.

p.3

This inspection

Good links are in place with safeguarding organisations and professionals that promote safety for the young people, including the youth offending team and bail and remand team. The home has developed its relationship with the local police who visit the home on a regular basis, to both be a visible presence within the home and also offer advice and information to the staff team.

p.3

This inspection

The home has worked well with external parties to develop and improve the experiences of the young people. Although all young people do not attend education on a daily basis, good links are in place with the placing authorities' education department to support college and alternative educational provisions. Young people are therefore more able to have a choice in attending education that is linked to both their needs and interests, this will increase the possible success of these experiences.

p.3

This inspection

Social workers state that the communication from the home is of a high quality, being detailed and regular. One social worker stated that, 'you get an excellent range of information from the home, you feel well informed about your young person.'

p.3

This inspection

The staff encourage young people to be healthy, with expectations that they attend health appointments and are involved with activities that will improve their health such as the local gym and using the home's bicycles. One parent stated that the boundaries regard to smoking, 'have really helped him cut down on his smoking, it's good that the staff are consistent in the rules.' There has been an improvement in the records of activities in the home and increased planning in place. Activities are discussed weekly and fall in line with remand timescales.

p.3

This inspection

All young people have placement plans. The section relating to equality and diversity has been developed since the last inspection, with a greater emphasis on how staff are able to meet the cultural needs of the young people. This has led to an increase in variety of foods served and also differing shops are being visited to help young 4 of 6 people feel that foods are 'like at home.'

p.3
