This inspection
This is the first inspection following registration. At this interim inspection the home was ‘not judged’ .
p.2
This inspection
The home was made subject to a restriction of accommodation on 19 September 2014. The home has only had children living there since May 2014. Currently there are no children on role at the home. So far, half the placements that the home has accepted have been on an emergency basis, although some young people have ended up staying at the home for a considerable period of time. As no young people were living at the home at time of the inspection it was not possible to gather their views.
p.2
This inspection
Behaviour displayed by some of the young people has been very challenging and has caused considerable damage to the fabric of the home. The premises are being restored to a state of good repair.
p.2
This inspection
While living in the home, young people had the opportunity to access appropriate recreation activities and other leisure pursuits. There is some evidence from the case files that these opportunities were taken-up by the young people.
p.2
This inspection
The home has taken in a number of emergency admissions since it opened. This has resulted in a lack of planning around admissions. Placing authorities have not always provided the home with key documentation that would have enabled the home to improve the quality of care provided to the young people. Managers have been proactive in chasing up these shortfalls and in trying to gain clarity concerning the long term plans for the young people placed at the home. One young person who was admitted to the home was outside the age range as stated in the home's Statement of Purpose.
p.2
This inspection
Some of young people admitted to the home have displayed very challenging behaviour. This has resulted in a significant number of notifications to Ofsted. It has also resulted in a large number of sanctions being used. The sanction book is an 3 of 5 'online' system and does have an audit trail. Sanctions do not always have a timeframe, nor are proportionate to the incident. The Registered Manager is aware of this area of development and has been addressing it with staff.
p.2
This inspection
Not all young people have accessed education while in the home. In some cases home tuition has been provided by the placing local authority but this was not maintained for the start of the new academic year.
p.3
This inspection
The challenging behaviour exhibited by some of the young people has had a detrimental impact on the staff team with a number of staff leaving due to the high level of assaults on staff by young people. This behaviour has also resulted in one recorded restraint. The home's Statement of Purpose states that members of staff at the home are trained in 'Non Aggressive Physical and Psychological Intervention'. This training has yet to take place and there was no evidence that staff involved in the restraint had undertaken any restraint training.
p.3
This inspection
The Registered Manager has been in contact with Lloyds Pharmacy to set up a system for the storage and administration of medicines. At the moment, the home does not have a fridge or lockable cabinet for the safe storage of medicine.
p.3
This inspection
A recent fire inspection identified a number of shortfalls which are currently in the process of being resolved, for example the seals around fire doors. The fire blanket was not readily accessible in the kitchen nor was the fire extinguisher. The Registered Manager is exploring options to resolve these issues. 4 of 5
