Monitoring for provision judged as satisfactory

An Ofsted inspector, Vickie Halliwell, monitored your provision on 18/07/2014 following your inspection where the provision was judged to be satisfactory.

p.1

Outcome of monitoring

As a result of our inspection on 14/05/2014, we sent you a notice to improve. If you were set actions at the inspection, or as a result of our subsequent monitoring or investigations, these are included at the end of this letter unless we have already verified that they have been completed.

p.1

Outcome of monitoring

During the monitoring visit the inspector discussed with you the steps you have taken to address the actions raised in the notice to improve. The inspector also had discussions with individual members of staff and children. She looked at a range of documentation, which included records of children's attendance, the settings safeguarding policy and procedures and staff records. The inspector observed interactions between staff and children. She also had a telephone discussion with a representative from the local authority.

p.1

Outcome of monitoring

The inspector found that you have started to develop an action plan and have taken some steps to address the actions raised, but this has not been effective. This means, you have not fully considered how you are going to effectively tackle and monitor all the areas that were identified as needing to improve at your last inspection. Your local authority has initiated support and report that you are receptive to the advice offered and confirmed that further support visits are scheduled. However, at the time of this visit support has been limited and has not improved outcomes for children in the out of school provision.

p.1

Outcome of monitoring

The inspector found that following the inspection you improved systems to record the names of the children looked after on the premises and their hours of attendance. However, this has not been sustained; consequently, one child who was present during the monitoring visit was not included on the record of children's attendance. This compromises children's safety in the event of an emergency.

p.1

Outcome of monitoring

Since the inspection, the safeguarding policy and procedures have been extended and now cover the use of mobile phones and cameras in the club. In order to protect children, staff now store mobile phones in a designated box when children are present. A written statement of procedures to be followed for the protection of children, intended to safeguard the children being cared for from abuse or neglect is available. However, the identified practitioner with lead responsibility for safeguarding children in the setting is not aware of the guidance and procedures of the relevant Local Safeguarding Children Board. Furthermore she does not have a secure knowledge and understanding of the procedure to follow in the event of an allegation being made against a member of staff. This means that although steps have been taken in respect of the action set at the last inspection, children are still not effectively safeguarded.

p.2

Outcome of monitoring

Furthermore, the inspector found that systems to ensure staff are suitable to work with children are still not robust enough to ensure children are adequately safeguarded. Although you have obtained Disclosure and Barring Service checks, your vetting systems lack rigour. For example, you do not consistently gather information, including references and identity checks to help verify staff suitability.

p.2

Outcome of monitoring

The inspector also found that you have not taken any steps to improve staff's knowledge of the learning and development requirements. Consequently, staff are unable to ensure children make good progress in all areas of learning. You and the staff team confirmed that following advice from the local authority representative, appropriate guidance has been accessed for future reference. However, this has not yet been used to improve staff's knowledge and understanding. As a result, staff are unable to discuss the support they intend to offer to complement children's learning in school.

p.2

Outcome of monitoring

At the time of this monitoring visit, you are clear that you have not taken appropriate steps to address the action relating to children's learning and development. However, you remained unclear about the effectiveness of some of the action you have taken and of where you still need to improve further, particularly in relation to ensuring children are adequately safeguarded. This is because you have not developed effective systems to evaluate the quality of your practice, including reviewing the effectiveness of any action taken since the last inspection. This means you are unable to demonstrate sufficient changes to practice or plans for improvement that are likely to result in improvement by the time of the next inspection. Having considered all the evidence, the inspector is of the opinion that the setting has not taken prompt and effective action to address the points for improvement.
