p.1

Outcome of monitoring

During the monitoring visit on 1 April 2014 the inspector found that you were continuing to fail to meet staffing arrangements in order to meet the needs of all children and ensure their safety at all times. You were caring for eight children under the age of five years with the support of one assistant, which means that you were not meeting adult to child ratio requirements. You were informed that it is an offence not to adhere to a Welfare Requirements Notice. On this occasion Ofsted decided not to prosecute you for this offence, because you demonstrated that measures had been put in place to ensure that this does not happen again. However, you were issued with an initial warning letter.

p.2

Outcome of monitoring

The inspector observed that you had made some basic improvements to your risk assessments for outings. However, you allowed an un-vetted assistant to have sole charge of children during a short outing. Therefore, you were not effectively safeguarding children. Therefore, you were issued with a further notice to improve which asked you to: ensure people whose suitability has not been checked, including through a criminal records check, do not have unsupervised contact with children being cared for.

p.2

Outcome of monitoring

The inspector observed that you had made satisfactory improvement to your procedures that you need to follow in the event of an allegation being made against yourself or others living or working on the premises. The inspector discussed with you your progress in meeting a learning and development notice to improve with a timescale for completion of 28 May 2014. However, as your children’s records were not available during this visit it was agreed that these would be checked along with all other actions at your next monitoring visit.

p.2

Outcome of monitoring

A second monitoring visit on 6 May 2014 was conducted to monitor your provision and to check your compliance with all previous Welfare Requirements Notices and Notices to improve. It was observed that you are now meeting ratio requirements. You have managed to reduce the numbers of children you care for and you are now demonstrating a more robust approach to managing sickness absence. Your improved recording of children’s and assistants attendance also supports the better deployment of adults. This has improved outcomes for children as they now have more support and attention from adults in meeting their individual needs. It was observed that you have continued to improve your organisation of outings. This has included ensuring that all of your assistants have the required suitability checks in place to be left unsupervised with children for short periods of time including taking them to and from pre-school.

p.2

Outcome of monitoring

It was observed that you continue to maintain and understand appropriate procedures to follow to manage allegations against yourself or others living or working in the home. You have made steady progress in increasing your knowledge and understanding of the learning and development requirements. Your observations of children’s achievements were valuable, although you acknowledged that you are less confident in using this information to inform the planning of future learning opportunities for children. We discussed that this would be monitored further at your next visit. Our Reference EY276913

p.2

Outcome of monitoring

During the visit the inspector requested to see where the children sleep and discussed with you how you manage this effectively. It was observed that children sleep upstairs in two of your bedrooms. You said that you can hear them when they wake up. However, this is not a robust procedure; for example, while some children are sleeping you are continuing to care for additional children downstairs. These children will naturally be playing and making noise and you have no means of monitoring the sleeping children upstairs. You said that you understood why this maybe concerning and said that you would look at improving this aspect of your practice. In addition it was also observed that your smoke detector on the first floor was broken. Due to these new concerns two further Notices to improve were raised as follows: ensure that children who are sleeping are always within your sight or hearing ensure that appropriate fire detection (for example, fire alarms/smoke detectors) are

p.3

Outcome of monitoring

Having considered all the evidence, the inspector is of the opinion that the childminder has not taken prompt and effective action to address the points for improvement.
