Outcome of monitoring
During the monitoring visit on 1 April 2014, the inspector discussed with the provider the steps that had been taken to address the actions raised in the Welfare Requirements Notices dated 28 February 2014. She also discussed with the provider the steps taken to meet actions raised in the notice to improve dated 28 February 2014 and also to assess how the provider is working towards meeting the learning and development notice to improve dated 28 May 2014.
p.2
Outcome of monitoring
The inspector found that the provider has failed to ensure that staffing arrangements are organised to meet the needs of all children and ensure their safety at all times. During the inspection the childminder was caring for eight children under the age of five years with the support of one assistant. She therefore was not meeting adult to child ratio requirements to enable her to supervise children safely. In addition the provider admitted to another occasion when she failed to have appropriate staffing in place. On both occasions the provider had failed to have robust contingency arrangements in place to cover staff absence. The provider was informed that it is an offence not to adhere to a Welfare Requirements Notice. On this occasion Ofsted decided not to prosecute the provider for this offence, because the provider demonstrated that measures have been put in place to ensure that this does not happen again. The provider was issued with an initial warning letter. The warning

letter stays on the providers file and it is taken into account when Ofsted consider what action to take if the provider fails to meet a requirement of registration in the future.
p.2
Outcome of monitoring
The inspector observed that the provider had made some basic improvements to the risk assessments of outings in general. For example, appropriate staff ratios are maintained to support the management of outings. However, the provider allowed an un-vetted assistant to have sole charge of children during a short outing. Therefore, the provider has not effectively safeguarded children so that they are kept safe from harm. This is a breach of requirements. Therefore further notices to improve will be issued as follows:

ensure people whose suitability has not been checked, including through a criminal records check, do not have unsupervised contact with children being cared for.
p.2
Outcome of monitoring
ensure that any person caring for, or in regular contact with, children: is suitable to work with children which must include obtaining an enhanced Disclosure and Barring Service check (Compulsory part of the Childcare Register)

ensure that any person caring for, or in regular contact with, children: is suitable to work with children which must include obtaining an enhanced Disclosure and Barring Service check (Voluntary part of the Childcare Register).
p.2
Outcome of monitoring
The inspector observed that the provider had made satisfactory improvement to her procedures that she needs to follow in the event of an allegation being made against herself or others living or working on the premises. For example, she now gives due emphasis to the Local authority designated officer (LADO) procedures. Her policy Our Reference EY276913

Outcome of monitoring
includes measures that must be implemented to safeguard children and to also keep necessary agencies informed. As a result there are clearer systems in place to manage allegations in a prompt and effective manner.
p.3
Outcome of monitoring
The inspector discussed with the provider her progress in meeting a notice to improve with a timescale for completion of 28 May 2014. Although this date is in the future the inspector wanted to explore what steps are being taken to increase the provider’s knowledge and understanding of the learning and development requirements of the Statutory Framework for the Early Years Foundation Stage and how she is to use observations and assessments to plan learning opportunities that are tailored to meet children's individual learning needs and interests. The provider discussed that she has been implementing new observations and assessments for the children in her care. However, these were not available on inspection as the provider explained that these had been sent home for parents to review. Therefore, it was not possible to assess whether improvement in this area is ongoing.
p.3
Outcome of monitoring
Having considered all the evidence, the inspector is of the opinion that the childminder has not taken prompt and effective action to address the points for improvement.
