p.1

Monitoring for provision judged as inadequate

An Ofsted inspector, Dawn Woodhouse-wykes, monitored your provision on 21/01/2014 following your inspection where the provision was judged to be inadequate.

p.1

Outcome of monitoring

As a result of our inspection on 21/11/2013, we sent you a welfare requirements notice.

p.1

Outcome of monitoring

The welfare requirement notice required you to: *ensure appropriate strategies are used to manage children’s behaviour in line with each child’s individual needs and abilities. *ensure your assistant does not use or threaten any punishment which could adversely affect a child’s well-being. *consider the potential health and safety risk posed by pets freely accessing and using areas where children play, sleep and eat and take immediate action to protect children’s well-being. *ensure children’s safety on outings by improving knowledge of current legislation relating to the use of care seats and immediately comply with these requirements when transporting children in a car; and ensure any vehicles being used to transport children are adequately insured. *ensure an accurate daily record of children’s attendance is maintained showing the names of all children being cared for, their hours of arrival and departure and also

detail when the assistant has worked with the children to verify how adult-to-child ratios are met. *complete and maintain full records for each child within the setting, including information relating to their full name, date of birth and details on any health care of dietary needs to ensure these are met. *take all reasonable steps to prevent unauthorised persons entering the premises.

p.1

Outcome of monitoring

In addition to the welfare requirements notice you were also issued with a notice to improve which was sent to you separately. This required you to: *demonstrate how you are accountable for the quality of the work of any assistants, and are satisfied that assistants are competent in the areas of work they undertake this is in relation to behaviour management and how this links into children’s Our Reference 205638

time. *ensure the assistant holds a current paediatric first aid certificate if he is to be left in sole charge of the children for short periods of time *ensure effective systems are in place to ensure that people aged 16 or over likely to have regular contact with children (including those living or working on the premises) are suitable to do so, this includes submitting the relevant EY2 forms to Ofsted to allow suitability checks to be completed.

p.2

Outcome of monitoring

Overall effectiveness of the improvement and outcomes for children

An unannounced visit was carried out on 21/01/2014. Since the inspection visit the provider has made satisfactory progress in meeting the welfare requirements. The provider was able to demonstrate a more appropriate understanding of behaviour management strategies and is to undertake further training in this area to enhance it further. The assistant has identified an on-line training course to enhance his internet based research already carried out. The provider acknowledges her responsibility for the work of the assistant and has entered into a reflective dialogue with him to consider their practice. Areas accessed by pets are routinely cleaned and any equipment or resources the pets come into contact with are cleaned. The provider stated children are never unsupervised with pets. The provider has sought advice regarding the use of appropriate car restraints and should a child under the age of 9 months be cared for, the child's own car seat will

be used for all transportation. It has been stated the car is now appropriately insured and awaiting a new insurance policy. This will be checked during the next visit. An accurate record of attendance is now held showing the names of children and the times they are on the premises. The times the assistant is working alongside the provider is also reflected in this record. Our Reference 205638

Children's details have been updated to ensure all details are available. The premises are now secure at all times and prevent unauthorised persons from entering.

p.3

Overall effectiveness of the improvement and outcomes for children

There was also a notice to improve which had an action for the provider to address from the inspection on 21/11/2013, however the date for action to be taken by had not yet lapsed. The provider states there is a more active dialogue between her and her assistant, which allows her to monitor his work and advise him on appropriate practices. The provider has identified learning areas for the assistant and will ensure any training needs are met. The provider now feels she understands the ratio requirements of the Early Years Foundation Stage and works to ensure these requirements are met. She employs her assistant when she will be outside of her own ratios. Children's hands are now routinely washed following outside play, pet handling, before food and after toileting/nappy changes. The provider has taken steps to record observations and begin to identify progress in learning. This is however in the early stages and requires further enhancement to

clearly identify developmental stages and next steps for learning. The provider has obtained support from a development worker to further update her knowledge and understanding regarding learning and development requirements and areas of learning. This knowledge will be explored at the next visit. The provider has obtained consent from parents to leave the children in the sole care of the assistant for short periods. The assistants paediatric first aid qualification has been confirmed by the local authority. The provider is aware she needs to submit appropriate documentation in order for Ofsted to consider suitability of those who have regular contact with children. This will be checked at the next visit.

p.3

Overall effectiveness of the improvement and outcomes for children

The provider has made satisfactory improvement and the next visit will be a further monitoring visit.

The next step will be further monitoring.
