Brief description of the service
The service caters for a maximum of seven children and young people at any one time, including one emergency bed. It provides a residential short break service and a domiciliary care service that is inspected by the Care Quality Commission (CQC).
p.3
Brief description of the service
The service is provided by a national charity in partnership with a local authority and a primary care trust. Children and young people can therefore be provided with care and health packages. Most of the children and young people using the service have complex health needs, or are on the autistic spectrum and have associated challenging behaviour.
p.3
The inspection judgements and what they mean
Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.
p.3
Progress
Since their previous inspection the service is judged to be making good progress .
p.3
Progress
At the full inspection in April 2013, the overall effectiveness rating for the service was good with two requirements and one recommendation. This short break service has addressed the actions that were raised at the previous inspection and has made good progress.
p.3
Progress
The service shows a significant improvement in the quality of recording behaviour management. The record has been redesigned and now all the relevant information is captured to meet the regulations. A designated member of staff has taken lead responsibility for this area of work and consultation with staff has led to a process that is fully understood by the team. The reports are analysed for patterns and trends. This ensures that any adjustments required in response to behaviour management can be identified and implemented.
p.3
Progress
The Statement of Purpose and the children's guide have been updated. The guide is colourful with photographs and symbols making it child friendly and accessible to children and young people with a diverse range of communication needs. Similarly a leaflet has been produced advising children and young people how to make a complaint or indeed provide a compliment.
p.4
Progress
Personalised care plans are up to date with good evidence of review. The manager and senior staff monitor the quality of the plans through supervision and random sampling. This level of monitoring contributes to care plans being accurate and up to date to ensure consistency for children and young people.
p.4
Progress
Since the last inspection there have been some staff changes; new staff report positively on their induction and regular supervision. The staff have received training in first aid, fire safety, safeguarding, moving and handling and managing diabetes.
p.4
Progress
Monthly team days provide an opportunity for training as well as discussions on care and nursing practices for particular children and young people. Safeguarding matters are routinely discussed at team meetings and through individual staff supervision. This ensures that the health, safety and welfare of children and young people is prominent at this short break service. No requirements or recommendations were identified during this inspection.
p.4
