Brief description of the service

This is a privately run children’s home and it is one of two children's homes owned by the organisation, within the locality. This home caters for an older age range with an emphasis on semi-independent living. The home is registered to provide support and accommodation to four children of either gender. These young people may have emotional or behavioural difficulties or a mild mental disorder.

p.3

The inspection judgements and what they mean

Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.

p.3

Progress

Since their previous inspection the service is judged to be making satisfactory progress .

p.3

Progress

At the last inspection in November 2012 the home’s overall effectiveness was graded as outstanding. One recommendation was set at the last inspection; this related to ensuring the fire risk assessment is sufficiently detailed. Since the last inspection the manager has liaised with the local fire brigade to review fire precautionary arrangements in the home. These arrangements meet current requirements; however, the manager plans to enhance these. The risk assessment is being currently reviewed to reflect these improvements.

p.3

Progress

The quality of care in the home remains strong. Young people benefit from personalised child-focused care which meets their individual needs. Good assessment processes are in place, which ensure that no inappropriate placements are made. Placing authorities refer to a very warm and welcoming process for young people being admitted to the home. This instils confidence in both the placing social worker and the young person. Staff are successful in working with young people who are considered high risk. Staff have helped some young people turn their life around and continue on a more positive life path now they are living independently. Safeguarding is central to staff practice in the home and staff have been successful in helping former residents reduce some of their risk-taking behaviour. Staff are highly proactive in identifying and passing on any concerns or increases in risk to placing authorities. Staff are

strong in working in partnership with other agencies to manage these risks. This wraparound approach has helped successfully support one young person's return to the family home.

p.4

Progress

The therapeutic approach to working in partnership with young people means that the use of sanctions is low and no restraints have taken place. Staff explore issues with young people, helping them to look at the impact their behaviour has on others and their own future life opportunities.

p.4

Progress

The building is suitable to meet the needs of the young people. Each of the young people has their own personalised bedroom. Some upgrading of the interior décor has been undertaken and further improvements are planned to enhance the accommodation arrangements.

p.4

Progress

The responsible individual has high expectations and leads by example. Staff are well supported by the senior management team. This ensures there is a strong ethos of teamwork, and staff changes are very rare. Young people are therefore able to benefit from continuity of staff. Staff are passionate in ensuring positive outcomes for the young people and are committed to on-going training and development.

p.4

Progress

The home has strong leadership arrangements which ensure that the quality of care provided to young people remains at the forefront of service delivery. The provider ensures that robust quality monitoring systems are in place and is constantly seeking to improve and grow the service.

p.4

Recommendations

To improve the quality and standards of care further the service should take account of the following recommendation(s):

p.4
