p.2

Brief description of the service

This children's home run by a private organisation provides care and accommodation for up to three young people with emotional and behavioural difficulties.

p.3

The inspection judgements and what they mean

Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.

p.3

Progress

The last full inspection of the home was in May 2012. At that time, the overall quality rating was good, with no requirements or recommendations made. The home has not been operational since June 2012. The registered provider has indicated that the setting will not be operational as a children's home for approximately another three months from this inspection.

p.3

Progress

No children or young people have been permanently resident at the home since June 2012. The home has been used on two emergency occasions in November 2012 and January 2013. These instances were short-term emergency strategies involving young people and staff from other homes within the company. As a result, there are no outcomes to assess at this inspection.

p.3

Progress

Regular health and safety checks have been maintained throughout the period of closure. However, internally the premises are not in a suitable state to provide children with a comfortable, homely environment. The registered provider is aware of what internal changes are required before admitting any children to the home.

p.3

Progress

The registered provider is aware of the responsibility to ensure there is a Registered Manager in post who will be in day-to-day charge of the home. Three statutory requirements have been made at this inspection; these are in regard to the action required of the registered provider before the home opens again.

p.3

Statutory Requirements

This section sets out the actions which must be taken so that the registered person/s meets the Care Standards Act 2000, Children's Homes Regulations 2001 and the National Minimum Standards. The registered person(s) must comply with the given timescales.
