Summary of outcome
On 21 March 2011 we received a complaint that raised concerns about the suitability of the premises and the staffing of the provision. We made the provider aware of our concerns and asked them to look into matters contained in the information and to provide us with a response on the action they took so that they continue to meet the requirements of registration. The provider looked into the matter and informed us of the action they took. As a result, we carried out an unannounced visit to check the action taken. We found that the provider had taken appropriate action to meet the requirements of registration by:

repairing the inner door to prevent a finger-trapping hazard, replacing the stairs carpet to prevent a tripping hazard, cleaning the baby room carpet to improve hygiene, removing rolls of flooring from the premises and placing new toys in the rooms (Early Years Foundation Stage welfare requirements - Suitable premises, environment and equipment)

Summary of outcome
We also found that, at the time of the visit, there were a number of children not recorded in the register. This means that in the event of emergency evacuation staff may not be aware of all children on the premises. We found that the risk assessments for the premises did not identify all areas of the provision that need to be checked on a regular basis and, as a result, there were many hazards present, including trailing wires, hot pipes, a chest freezer which can be easily opened and a hot drinks machine easily accessible to children. We also identified that the outdoor play area was not suitable for purpose as it contained rubbish and was not secure. Following our visit we issued a welfare requirements notice which requires the provider to:

Summary of outcome
ensure the risk assessment identifies all aspects of the environment that need to be checked on a regular basis (The Early Years Foundation Stage welfare requirements - Suitable premises, environment and equipment) It is an offence to fail to comply with a welfare requirements notice. We also issued a notice to improve which asks the provider to:

p.2
Summary of outcome
take all reasonable steps to ensure that hazards to children - both indoors and outdoors - are kept to a minimum (The Early Years Foundation Stage welfare requirements - Suitable premises, environment and equipment)
