Summary of complaint
On March 25 2011, we received a complaint that raised concerns about nappy changing procedures, staffing levels, qualifications of staff, and safe recruitment. We needed to investigate this concern to see whether the setting was meeting the Early years Foundation Stage welfare requirements relating to safeguarding and promoting children’s welfare and Suitable people In particular, these include requirements that state The Provider must promote the good health of children, take necessary steps to prevent the spread of infection and take appropriate action when they are ill, Providers must not allow people whose suitability has not been checked to have unsupervised contact with children who are being cared for, all supervisors and managers must hold a full and relevant level 3 qualification and half of al other staff must hold a full and level 2 qualification and Providers must meet the requirements for adult:child ratios.

Summary of complaint
We do not investigate to prove or disprove a complaint but we look into the information we receive to see if the childcare provider is meeting all legal requirements. We carried out unannounced visits to the premises and found nappy changing routines were carried out in accordance with children's needs, adult:child ratios were maintained and procedures were in place to ensure staff are supervised until suitability has been checked. However we also found that qualification requirements were not met as there was not half of the staff with a level 2 qualification.
