p.2
Introduction
This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.
p.3
Introduction
The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).
p.3
Introduction
The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.
p.3
Introduction
There were no children on roll when this inspection took place. The findings in this report are based on evidence gathered from discussions with those who care for the children and an inspection of the premises, equipment and relevant documentation. Where there are no children on roll, no judgement is made on the quality of the early years provision as there is no reliable evidence on which to assess its impact on children. The report states if the provider continues to meet the requirements of registration.

Description of the childminding
The childminder has been registered since 2007. She lives with her partner, her son aged 15 years and daughter aged five years in Burnley, Lancashire. The whole of the ground floor is used for childminding, along with one bedroom and the bathroom on the first floor. There is a fully enclosed garden for outdoor play. The family has a pet rabbit.
p.4
Description of the childminding
The childminder is registered to care for a maximum of five children under eight years at any one time, of whom no more than two may be in the early years age range. The childminder is registered on the Early Years Register and on both the voluntary and compulsory parts of the Childcare Register.
p.4
Description of the childminding
The childminder is qualified to level 3 in childcare and is a member of the National Childminding Association. At the time of this inspection, there were no children on roll in the early years age group.
p.4
The overall effectiveness of the early years provision
The childminder demonstrates a sound understanding, through documentation and discussion, of how to support children's individual progress towards the early learning goals. She has effective procedures for obtaining suitable initial information about children and for recording progress. There are systems in place to observe and assess children's individual interests and needs, in order to plan appropriate activities and experiences and extend learning. The childminder shows through discussion a strong understanding of inclusive practice when planning for children's individual needs across all six areas of learning in the Early Years Foundation Stage.
p.4
The overall effectiveness of the early years provision
The childminder can demonstrate through discussion a secure understanding of procedures she would follow if she had any safeguarding concerns regarding a child in her care. She has appropriate policies, which cover actions to be taken, contact details of relevant agencies and procedures for recording actions and events. Adults living on the premises have been checked as suitable for contact with young children. The childminder demonstrates by discussion a detailed knowledge of how she organises the premises to ensure that children are safe and secure. She has suitable risk assessments in place, with procedures for daily risk checks on the premises and when on regular outings, if she is caring for children. The childminder does not have a current paediatric first aid certificate available to show that she is aware of how to deal with an emergency involving a child in her care, and this is in breach of the statutory requirements.
p.4
The overall effectiveness of the early years provision
Comprehensive systems are in place for the childminder to exchange information with parents, carers and other agencies about children's individual care, routine and learning, so that children's individual needs can be met. She has suitable policies in place regarding managing children's behaviour and promoting the need for everyone in the setting to make a positive contribution. The childminder This inspection was carried out under sections 49 and 50 of the Childcare Act 2006 demonstrates through discussion that she is well informed about managing young children's behaviour. Documentation and discussion show that the childminder has a thorough understanding of how to provide a healthy diet for young children, and how growing fruit and vegetables can promote this.
p.4
The overall effectiveness of the early years provision
The childminder shows through discussion that she has a satisfactory understanding of the need for evaluation of practice in order to continuously improve provision for children's care and learning. She has met the recommendation from the previous inspection.
