About this inspection
The purpose of this inspection is to assure children and young people, parents, the public, local authorities and government of the quality and standard of the service provided. The inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service and to consider how well it complies with the relevant regulations and meets the national minimum standards.
p.3
About this inspection
The report details the progress made by the provider since the last full inspection, identifies any further strengths, any areas for improvement and makes judgements as outlined in the Inspection of children’s homes – framework for inspection (March 2011).
p.3
The inspection judgements and what they mean
Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.
p.3
Brief description of the service
This local authority setting provides four overnight places for short breaks care and also day and tea-time sessions. All the children have learning disabilities and/or physical disabilities and/or complex health needs.
p.4
Progress
Since their previous inspection the service is judged to be making good progress.
p.4
Progress
A full inspection of this children's home was undertaken in December 2011. Its overall effectiveness was judged to be good. There were no statutory requirements or recommendations.
p.4
Progress
Since the last inspection building work has commenced to extend and remodel the home. At this stage this has not caused any disruption to the service that young people receive. The building site is securely fenced off preventing unauthorised access. Arrangements have been made to use an alternative entrance and car park to enable young people to enter and leave the home safely.
p.4
Progress
The home continues to work positively with young people who display negative, challenging or obsessional behaviour. There are individualised behaviour management plans in place for each young person which clearly set out the way in which staff should support young people. Staff have successfully implemented the plans without the need to impose sanctions. In addition, the staff have not had to use physical intervention within the last six months. The home's approach ensures that young people are cared for and can express themselves in a supportive environment.
p.4
Progress
Although the home has not had any complaints, the manager instigated a complaint type investigation into concerns that arose from a notifiable incident. The matter has since been resolved to the satisfaction of all parties concerned. The staff have had the opportunity to reflect on their practice and have strengthened protocols and procedures for the supervision of young people involved in activities, particularly when they are required to leave the premises. The home's response to the incident was very positive and the outcome ensures that the safety of young people is enhanced.
p.4
Progress
Activity in the home continues to be monitored through monthly Regulation 33 visits. The reports provide good analysis and evaluation of the way in which the home is operating and outcomes for young people. The reports also cover equality and diversity issues, ensuring that the individual needs of young people are being met. Where appropriate, areas for improvement are clearly identified and recommendations made as required. This contributes to the overall well-being and safety of young people.
p.4
Progress
The home continues to provide young people with good outcomes. No recommendations or requirements are made as a result of this inspection.
