p.2
Introduction
This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.
p.3
Introduction
The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).
p.3
Introduction
Children only attend this setting before and/or after the school day and/or during the school holidays. The judgements in this report reflect the quality of early years provision offered to children during those periods.
p.3
Introduction
The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.
p.3
Introduction
There were no children on roll when this inspection took place. The findings in this report are based on evidence gathered from discussions with those who care for the children and an inspection of the premises, equipment and relevant documentation. Where there are no children on roll, no judgement is made on the quality of the early years provision as there is no reliable evidence on which to assess its impact on children. The report states if the provider continues to meet the requirements of registration.

Description of the childminding
The childminder was registered in 2003. She lives with her husband and two children aged five years and ten years in a small village near Spalding in Lincolnshire. The whole of the childminder's house is used for childminding and there is a fully enclosed garden for outside play.
p.4
Description of the childminding
The childminder is registered on the Early Years Register and both the compulsory and voluntary part of the Childcare Register. She is able to care for four children under eight years at any one time, of whom no more than two can be in the early years age group. She is currently minding children of school age who attend before or after school. The family have three pets, a rabbit and two cats. The childminder is a member of The National Childminding Association. At the time of this inspection there were no children on roll in the early years age group.
p.4
The overall effectiveness of the early years provision
Through discussion, the childminder demonstrates a limited knowledge and understanding of the requirements of the Early Years Foundation Stage framework. The childminder is unaware of the records and policies that should be in place when caring for children. She has not considered the need to have and to provide parents with information about the complaints procedure, the equality of opportunity policy or the safeguarding policy. The childminder has a wide range of appropriate resources to support children's play and learning. She demonstrates through discussion, sufficient knowledge of child development to provide interesting, age-appropriate activities to move their learning forward. She would seek advice, where needed, to ensure that children's learning is consistently promoted across all of the six areas of learning.
p.4
The overall effectiveness of the early years provision
Some of the requirements to safeguard children are met such as ensuring children do not leave the premises unsupervised. But the childminder does not demonstrate a secure grasp of the specific legal requirements to safeguard and promote the welfare of children. She has not understood the importance of having and implementing an effective safeguarding policy and procedure. Smoke detectors are regularly checked and a fire escape plan is in place and is practiced by the children. However, no record is kept of these checks or drills. The childminder carries out regular checks of the play spaces for hazards such as toys left on the stairs. But the childminder has insufficient knowledge of the risk assessment requirements. She is unaware that she should conduct a risk assessment and review it regularly. She has not considered the need to identify aspects of the environment that need to be checked on a regular basis, or to maintain a record of

those aspects, and when, and by whom, they have been checked. The childminder has addressed all recommendations from the previous inspection, which shows a basic commitment to develop the service and improve care for children.
p.4
The overall effectiveness of the early years provision
Through discussion the childminder demonstrates a good understanding of the importance of developing partnerships with parents, carers and others to meet This inspection was carried out under sections 49 and 50 of the Childcare Act 2006 children's individual needs. The childminder has strategies in place to manage children's behaviour in a positive and consistent way. She demonstrates a commitment to treating all children with equal care and concern and she is flexible, adapting her practice so that all children feel included.
