About this inspection

The purpose of this inspection is to assure children and young people, parents, the public, local authorities and government of the quality and standard of the service provided. The inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service and to consider how well it complies with the relevant regulations and meets the national minimum standards.

p.3

About this inspection

The report details the progress made by the provider since the last full inspection, identifies any further strengths, any areas for improvement and makes judgements as outlined in the Inspection of children’s homes – framework for inspection (March 2011).

p.3

The inspection judgements and what they mean

Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.

p.3

Brief description of the service

This is a privately-run children’s home and it is one of two children's homes owned by the organisation, within the locality. This home normally caters for an older age range with an emphasis on semi-independent living. However, at the time of inspection both were operating with young people of the same age group. The home is registered to provide support and accommodation to four children of either gender. These young people may have emotional, behavioural or learning disability needs or a mild mental disorder.

p.4

Progress

Since their previous inspection the service is judged to be making good progress.

p.4

Progress

At the full inspection in October 2011 the overall quality rating for the service was judged as outstanding with no requirements or recommendations set within the inspection report. One new recommendation relating to internal monitoring reports has been made as a result of this inspection, but has little impact on the care of young people.

p.4

Progress

The Registered Manager and staff team have demonstrated a continued improvement in the quality of care provided and young people continue to make positive progress. The home helps young people develop positive and constructive relationships with their family and peers through gentle guidance and regular communication. Progress has been made in areas such as foundation learning courses leading to opportunities for skills-based apprenticeships. Resources have been matched to needs and there is a clear planning process in operation to assist transition into adult life.

p.4

Progress

The management and leadership of the home are good and continue to develop. A new position of team leader has been created and filled. This is to enhance the good levels of leadership and management already in place, enabling registered persons to focus on strategic issues. There are regular monitoring visits made by the responsible individual and these are supported by reports submitted to Ofsted. Internal monitoring has been developed through team meetings and a new quality assurance work programme for staff. So far no internal monitoring reports, made under Regulation 34, have been submitted to Ofsted as recommended in guidance documents.

p.4

Progress

At the time of the inspection only one of the young people were available in the home for a short time but confirmed they were happy there. A programme of activities for the week was seen and showed individual young people had a balance of independent and structured times. The latter included attendance at college, short courses and related learning-based visits.

p.4

Recommendations

To improve the quality and standards of care further the service should take account of the following recommendation(s):

p.5

Recommendations

 submit completed reports made under Regulation 34 to HMCI within 28 days of completion and at least at six-monthly intervals. (Children Act 1989; Guidance and Regulations Volume 5, 3.14)
