About this inspection
The purpose of this inspection is to assure children and young people, parents, the public, local authorities and government of the quality and standard of the service provided. The inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service and to consider how well it complies with the relevant regulations and meets the national minimum standards.
p.3
About this inspection
The report details the progress made by the provider since the last full inspection, identifies any further strengths, any areas for improvement and makes judgements as outlined in the Inspection of children’s homes – framework for inspection (March 2011).
p.3
The inspection judgements and what they mean
Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.
p.3
Brief description of the service
This children's home is part of a small organisation operated by a private company specialising in the care of young people. The home provides care for up to three young people.
p.4
Progress
Since their previous inspection the service is judged to be making good progress.
p.4
Progress
At the last inspection in August 2011, the overall quality rating for the unit was judged as good with two recommendations made. Both recommendations have been met. A system has been set up to seek and record the views on the quality of care provided from social workers and independent reviewing officers. However, to date, no responses have been received. Views of social workers and reviewing officers are sought when young people are in the home and when they leave. A written development plan is now in place looking at how the home can improve the service to young people.
p.4
Progress
Other developments have taken place. Young people are accessing new community resources reflecting their individual interests that include access to theatre groups. Ongoing staff support enables staff to complete a recognised training course in line with the children and young people’s workforce expectations.
p.4
Progress
Copies of the Regulation 33 monthly monitoring visits were not available for staff in the home. Ofsted does not receive reports following these visits. Regulation 34 monitoring takes place by the Registered Manager, however, there is no system in place to produce a Regulation 34 report of the findings and send a copy of this to Ofsted.
p.4
Progress
Staff know the young people well and take action to meet individuals’ varying needs. As a result, young people know they can approach staff at any time if they have issues they want to discuss and they are confident staff will take action to support them. Young people report there is no bullying allowed in the home, they feel safe and say, ‘Staff are always there for me, they give me the support I need when I visit my family. I do not know how they can improve the care provided’.
p.4
Statutory Requirements
This section sets out the actions which must be taken so that the registered person/s meets the Care Standards Act 2000, Children's Homes Regulations 2001 and the National Minimum Standards. The registered person(s) must comply with the given timescales.
