About this inspection
The purpose of this inspection is to assure children and young people, parents, the public, local authorities and government of the quality and standard of the service provided. The inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service and to consider how well it complies with the relevant regulations and meets the national minimum standards.
p.3
About this inspection
The report details the progress made by the provider since the last full inspection, identifies any further strengths, any areas for improvement and makes judgements as outlined in the Inspection of children’s homes – framework for inspection (March 2011).
p.3
The inspection judgements and what they mean
Good progress The children’s home has demonstrated continued improvement in quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the large majority of recommendations that were raised at the previous inspection. Satisfactory progress The children’s home has maintained quality of care and outcomes for children and young people and where appropriate has addressed all requirements and the majority of recommendations that were raised at the previous inspection. Inadequate progress The children’s home has failed to address one or more requirements and/or has not met the majority of recommendations and/or the quality of care and outcomes for children and young people have declined since the last full inspection.
p.3
Brief description of the service
The home offers small group living to four young people with learning disabilities. It is located in a suburban setting on the outskirts of a city on the south coast. The home, a detached chalet bungalow, has been extended and refurbished to meet the requirements of a residential home. All young people are accommodated in their own rooms.
p.4
Progress
Since their previous inspection the service is judged to be making good progress.
p.4
Progress
The home was last inspected in August 2011 when the overall effectiveness of the service was judged to be good. All other areas inspected against were also judged to be good and there were no statutory requirements or recommendations arising from the inspection. A new manager has been appointed since the previous inspection and they are in the process of submitting an application to Ofsted to become the Registered Manager for the home. Staff report that the home is operating smoothly on a day-to-day basis and Regulation 33 reports received confirm this. Ofsted have been duly notified of a significant event which took place within the home since the previous inspection and appropriate action was seen to have been taken to address the matter.
p.4
Progress
Young people continue to receive a good standard of individualised care that meets their needs effectively and which supports them in making clear progress in areas of their lives. Observations showed young people to have positive relationships with staff and that they were routinely consulted about matters affecting them. Parents are very happy with the care provided for their children and commented extremely positively on the progress they have made since being at the home. He is coming on in 'leaps and bounds' was one comment received from a parent spoken to. Increased levels of independence and being encouraged to eat a greater variety of foods were two examples of the success achieved by young people. One young person had been very successfully supported in making the transition into the home since the previous inspection and was now very settled. Increased support from external professionals has also been achieved since the last inspection and this has been instrumental in

supporting staff in their work with individual young people. All young people are maintaining excellent levels of school attendance, with the home either providing or supporting their individual travel arrangements.
p.4
Progress
The home has effective monitoring systems being implemented and there is a clear commitment to continual improvement and development of the service. The newly appointed manager has only been in post for a short time but has clear ideas about developing the provision. The provider has an awareness of the need to submit Regulation 34 reports to Ofsted and this is a matter being actively addressed.
