p.2

Introduction

This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

p.3

Introduction

The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).

p.3

Introduction

The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.

p.3

Introduction

There were no children on roll when this inspection took place. The findings in this report are based on evidence gathered from discussions with those who care for the children and an inspection of the premises, equipment and relevant documentation. Where there are no children on roll, no judgement is made on the quality of the early years provision as there is no reliable evidence on which to assess its impact on children. The report states if the provider continues to meet the requirements of registration.

p.3

We publish inspection reports, conditions of registration and details of complaints we receive where we or the provider take action to meet the requirements of registration. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006

Description of the childminding

The childminder was registered in 2005 and lives with her husband and three young children in the Little Harwood area of Blackburn, Lancashire. The childminder is registered for no more then three children in the early years age group. The provision is registered on the Early Years Register and also the compulsory and voluntary parts of the Childcare Register. There are currently no children on roll.

p.4

Description of the childminding

Children have access to the whole of the ground floor and the bathroom on the first floor. There is also a rear enclosed area for outdoor play. The childminder has links with the early years support services. The childminder is qualified in Childcare and Education to a level 3.

p.4

The overall effectiveness of the early years provision

The childminder demonstrated, through discussion and documentation, her appropriate understanding of the Early Years Foundation Stage to support children in making progress towards the early learning goals. Through discussion she demonstrated her understanding of what to do if she has any safeguarding concerns regarding a child in her care. She is fully aware of the procedures including the action to take, telephone numbers of whom to contact and the system for recording any action taken. The procedure for identifying the children's starting points is by discussion and completion of all personal details with the child's parents, for example an 'All About Me' document is available. This includes obtaining information on the child's routines from parents to ensure she is able to support the unique needs of their child and to assess the child's individual capabilities. Through the documentation for her observation and assessment

procedure she demonstrated how the individual needs of the children can be planned for. This process includes the planning of activities, including art, construction, games and outdoor play to promote their enjoyment whilst at the childminders.

p.4

The overall effectiveness of the early years provision

The premises are safe and secure, with documentation for the completion of the risk assessments in place for once she begins minding. These are to be combined with a daily check to maintain the safety of the premises. The required policies to meet the welfare requirement of the Early Years Foundation Stage are in place and to be reviewed regularly. The childminder discussed the system for her self- evaluation and her support for the early years. She has completed her level 3 qualification in the early years and continues to review her practice, as necessary, for her to implement any relevant action plans to improve the service provided.

p.4

The overall effectiveness of the early years provision

The childminder discussed how she builds her relationship with parents, carers and other agencies to meet children's specific needs through sharing information, policies and procedures with parents. Procedures for managing children's behaviour are in place and through discussion she evidenced how she would promote their behaviour. For example, setting house rules and praising children. The childminder through discussion and documentation demonstrated how she is to provide home cooked healthy food for all children.
