p.1
Outcome of monitoring visit for provision judged as inadequate
An Ofsted inspector, Elaine Nightingale, carried out a monitoring visit of your provision on 04/08/2011. This visit follows on from your inspection where the provision was judged to be inadequate.
p.1
Outcome of the visit
As a result of our inspection on 02/03/2011, we sent you a welfare requirements notice.
p.1
Outcome of the visit
At the inspection there were two welfare requirement notices and a notice to improve, which required the provider to comply with requirements.
p.1
Outcome of the visit
The provider was not complying with the welfare requirement- Documentation. A welfare requirement notice was set in relation to keeping a record of the following details for each child cared for: full name; date of birth; the name and address of every parent and carer who is known; which of these parents the child normally lives with; emergency contact details of the parents and carers. In addition, obtain public liability insurance and keep a children's attendance record.
p.1
Outcome of the visit
The provider was not complying with the welfare requirement- Organisation. A welfare requirement notice was set in relation to plan and organise systems to ensure that every child receives an enjoyable and challenging learning and development experience that is tailored to meet their individual needs.
p.1
Outcome of the visit
The provider was not complying with the welfare requirement- Suitable premises, environment and equipment. A notice to improve was set, which required the provider to maintain a record of risk assessments for your home, clearly stating when it was carried out, by whom, date of review and any action taken following a review or incident.
p.1
Outcome of the visit
In addition, the provider was not complying with the welfare requirement- Safeguarding and promoting children's welfare. A notice to improve was set, which required the provider to ensure a complaints procedure is in place and shared with parents and provide parents with information of how to contact Ofsted; take necessary steps to safeguard and promote the welfare of children and ensure an effective safeguarding children policy and procedure is implemented and shared with parents; request written permission from parents for seeking emergency medical advice or treatment; take reasonable steps to ensure the safety of children on the premises in the case of fire with a clearly defined procedure for the emergency evacuation of the premises; carry out risk assessments for each type of outing undertaken with children and make sure this is reviewed before embarking on each specific outing.
p.1
Outcome of the visit
A monitoring visit was conducted on 06 April 2011 and it was found that the welfare requirement notice regarding documentation had been met. Although the timescale set for complying with the welfare requirements notice regarding the requirement for organisation was not due until June 2011, the provider had begun the process of improvement in this area by liaising with the local authority childminding development worker in order to obtain support and guidance. Actions set out in the notice to improve regarding suitable premises, environment and equipment and safeguarding and promoting children's welfare had not been met at the time of the visit as the provider had no children on roll and she was seeking support from her development worker to enable her to meet these actions successfully. So as a consequence, these actions were reset to enable the provider to obtain the necessary support.
p.2
Outcome of the visit
The next monitoring visit took place on 4 August 2011. This was outside of the 3 month time scale because the childminder’s registration was suspended to enable an investigation to be completed.
p.2
Outcome of the visit
The childminder continues to have no children on roll. We found through discussion and by assessing documentation: A system is in place to record the required details for each child cared for; public liability insurance is current and a children's attendance record is ready for use; systems to ensure that every child receives an enjoyable and challenging learning and development experience that is tailored to meet their individual needs have been developed; a record of risk assessments for the home is available. However, this requires amendment to ensure it reflects the childminder’s specific provision; a complaints procedure is in place and will be shared with parents; an effective safeguarding children policy and procedure is ready to be implemented; formats to request written permission from parents for seeking emergency medical advice or treatment are ready for use; a clearly defined procedure for the emergency

evacuation of the premises has been completed; there is a format for completing risk assessments for each type of outing undertaken but sample risk assessments were not available for inspection. With regard to the organisation, the childminder has prepared a format on which to monitor children’s learning and development. An activity planning format will be made available to demonstrate how a child’s day is spent. The planning sheet is linked to the required areas of learning and has a place to record next steps in children's learning. Next steps will be identified through observations and liaising with others. Resources will be organised with regard to children’s ages and children will be taken to access activities and a wider range resources at the local children’s centre. Play resources within the home are limited; however, these are said to be supplemented from local toy libraries. The welfare requirement notice, ‘plan and
