p.2

Introduction

This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

p.3

Introduction

The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).

p.3

Introduction

The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.

p.3

Introduction

Please see our website for more information about each childcare provider. We publish inspection reports, conditions of registration and details of complaints we receive where we or the provider take action to meet the requirements of registration. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006

p.3

Description of the childminding

The childminder was registered in 2003. She lives with her three children in the Stockwell area of the London Borough of Lambeth. The whole of the ground floor flat is used for childminding. There is a fully enclosed yard and shared communal grassed area for outside play. The childminder is registered on the Early Years Register and the compulsory and voluntary parts of the Childcare Register to care for a maximum of four children at any one time. She is currently minding three children under eight years on a part time basis.

p.4

Description of the childminding

The childminder walks to local schools to take and collect children. She attends the local drop-in groups.

p.4

The overall effectiveness of the early years provision

Overall the quality of the provision is inadequate.

p.4

The overall effectiveness of the early years provision

The needs of children are not routinely met. Children are not making sufficient progress in their learning and development and their welfare is not promoted. Partnerships are not used to promote children?s education and care. There is little planning for improvement and no process of effective self-evaluation. This results in a large number of legal requirements not being met. No improvements have been made since the last inspection. Overall, the early years provision requires immediate action. Ofsted will take enforcement measures to ensure children?s safety and compliance with the welfare, learning and development requirements or will cancel registration.

p.5

the early years provision

Arrangements for safeguarding children are inadequate. There is no system to maintain and update arrangements for safeguarding and there is no safeguarding children policy or procedure in place. The childminder is not sufficiently trained or vigilant to promote children's safety. There is no complaints procedure, no risk This inspection was carried out under sections 49 and 50 of the Childcare Act 2006 assessments, no public liability insurance and no certificate of registration is displayed all of which are breaches of specific legal requirements. Parents are not aware of safeguarding or complaints procedures and children are not safeguarded. The childminder fails to maintain a record of children's attendance. She has not requested written parental permission to seek any necessary emergency medical advice or treatment. This is a breach of legal requirements and compromises children's health and safety. The childminder has not self-evaluated her practice to

p.5

the early years provision

identify any strengths and weaknesses; as a result, she fails to identify a number of significant issues. The childminder has limited resources available to children that are suitable for the age of the children attending. There are some resources; however they are inaccessible to children. The childminder has not established children's starting points and this impacts on her ability to build on what children already know and can do. The childminder is unable to effectively support children in her care as she is unaware of their age. The lack of this, and other essential information, is a breach of legal requirements.

p.6

and outcomes for children

Children are watchful and often fractious in the care of the childminder. They are given a small selection of toys to play with rather than making the choice themselves; this impacts on their ability to make choices and become independent learners. Children are not encouraged to keep themselves safe as the childminder does not practise fire evacuation or maintain a safe environment. The childminder is not aware of the requirements of the Early Years Foundation Stage and does not plan for children?s individual needs. Children do not become involved in activities as none are set out for children's individual stages of development. This inhibits children from developing skills for the future. They do not have regular opportunities to develop skills to help them become active, inquisitive and independent learners. There are limited opportunities to develop literacy skills through reading or writing as books are not easily accessible. This

p.6

and outcomes for children

impacts on the children's ability to enjoy and achieve. The childminder does not try to move children onto their next step of development when they are playing. She is unaware of the Early Years Foundation Stage learning and development requirements and does not monitor how children are progressing in their learning. The childminder maintains her home in a clean manner. However, not all hygiene practices are sufficient to fully protect children. Children?s health is not fully promoted, for example, drinking water is not available at all times. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006
