p.2

Introduction

This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

p.3

Introduction

The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).

p.3

Introduction

The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.

p.3

Introduction

Please see our website for more information about each childcare provider. We publish inspection reports, conditions of registration and details of complaints we receive where we or the provider take action to meet the requirements of registration. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006

p.3

Description of the childminding

The childminder has been registered since 2009. She lives with her husband and three children aged four, seven and 10 years old in Stepney Green in the London borough of Tower Hamlets. The family live in a flat on the third floor which may be accessed by eight flights of stairs or a lift. The whole of the home is used for childminding, there are communal gardens for children to play. The childminder is registered to care for two children and there are currently two children on roll in the early years age range. The childminder is registered on the Early Years Register and the compulsory part of the Childcare Register.

p.4

The overall effectiveness of the early years provision

Overall the quality of the provision is inadequate.

p.4

The overall effectiveness of the early years provision

Generally the childminder's practice is sound. However, there are a number of welfare requirements that are not being met and this has impacted on the overall care and welfare of the provision. Despite these weaknesses, children are sufficiently supported in their learning and development, consequently they are making some progress in their learning. Partnerships with parents and carers are generally sound and the childminder is aware that weaknesses in the provision of policies and procedures impact on this. The childminder demonstrates her awareness of areas for improvement and she has taken some positive steps to address this by making contact with the Local Authority.

p.4

The overall effectiveness of the early years provision

Overall, the early years provision requires significant improvement. The registered person is given a Notice to Improve that sets out actions to be carried out.

p.4

To improve the early years provision the registered person should:

p.5

further?

 provide children with experiences that support their development in all areas in learning, with particular reference to knowledge and understanding of the world and creative development

p.5

the early years provision

The setting is not sufficiently led and managed. The childminder demonstrates a sound knowledge and understanding of the requirements of the EYFS, although she is aware that a number of these are not being met. For example, not all written consents have been obtained from parents, some of the necessary information about children has not been obtained, and there are no records of the days or hours that children attend. Consequently, this impacts on the overall care and welfare of children. However, the childminder demonstrates a sound awareness of her role in supporting children's learning and as a result, children are making sufficient progress in their learning.

p.5

the early years provision

There are currently no systems of evaluation, although the childminder is acknowledges some aspects of her practice that need to be improved. However, she has not yet taken steps to address this. The home is generally safe, although on the day of the inspection the smoke alarm was not appropriately fitted. In discussion with the childminder, she demonstrates her awareness of the need to have effective risk assessments but admits that she has yet to complete one on her home.

p.5

the early years provision

The home is adequately planned to meet the needs of the children attending. Resources are stored at low level, allowing them safe and easy access. However, these do not sufficiently cover all the areas of learning and as a result, impacts on children's all round development. The childminder demonstrates a positive attitude to equal opportunities and she provides some books that depict images of people from different backgrounds. However, there were no further resources available. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006 The childminder demonstrates a sound understanding of safeguarding issues including procedures that she would follow if she had any concerns about a child's welfare, although she has not informed parents of her responsibility in this.

p.5

the early years provision

Children currently do not attend any other EYFS provision, although the childminder states that she is keen to make links with local children's centres to use their facilities, such as toddler groups. Partnerships with parents are generally sound although not effective. Although the childminder demonstrates that information is exchanged between them on a regular basis. The required information and some written consents have not been obtained from all parents. In addition, some of the required policies are not in place. Therefore parents are not fully informed of the childminder's practices.

p.6

and outcomes for children

Children are well settled in the childminder's home. They have established close relationships with the childminder and her family and they enjoy the time they spend playing with each other and the childminder's children. Resources available are mostly sufficient to meet the needs of the children attending, although they do not sufficiently cover all areas of learning. For example, there are limited opportunities for children to develop their knowledge and understanding of the world, through learning about the society they live in and they are not encouraged to learn about nature or living things through the visits to the park. Also, experiences such as sand, water and other messy play experiences have not been made available to them.

p.6

and outcomes for children

Older children show genuine concern towards the babies and express their eagerness to assist the childminder in tending to their needs. However, opportunities for them to further develop their social skills are limited. This is because there are few planned opportunities for them to mix and play with other children. Children enjoy visits to the park, where they enjoy using the large apparatus such as the swings and the slide. They enjoy using the open space, where they can run, jump and engage in more active play. Babies benefit from the space that the childminder creates. They move around the home and use objects to pull themselves up on to when they try to stand up. They are beginning to satisfy their own curiosity as they explore a range of toys including, shape sorters, an abacus and various soft toys. Children are developing their communication skills as they engage in conversation with the childminder. They talk about what they

p.6

and outcomes for children

are doing whilst they are engaged in play and they talk about things that they see when they are out walking. They enjoy singing familiar songs and are beginning to gain an appreciation of books as they listen to stories read by the childminder.

p.6

and outcomes for children

Children are learning about healthy practices through daily routines; they are encouraged to wash their hands at appropriate times throughout the day, including before eating and after visiting the toilet. They are learning about safety through the emergency evacuation practices and through the boundaries set by the childminder when they are out of the home. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006
