Introduction
This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.

Description of the childminding
The childminder was registered in 2005 and is registered on the Early Years Register and the compulsory and voluntary parts of the Childcare Register. She works from the home of her mother who lives in the rural village of Tockwith, between York and Wetherby, and is a co-childminder. She is registered to care for five children under eight years at any one time and additional children may be cared for when the two childminders are working together. There are currently six children cared for jointly by the childminder and her co-childminder, all of whom attend part time. The whole of the ground floor is used for childminding purposes and there is an enclosed rear garden available for outdoor play. Nearby there are shops, schools, childcare groups, parks and country walks.

Overall the quality of the provision is satisfactory.
p.4
The overall effectiveness of the early years provision
The childminder works closely with her co-childminder and together they provide a very warm and welcoming environment for children. Her detailed knowledge of each child recognises their uniqueness and promotes inclusion. Good relationships remain the focus of this setting, which in turn enables the children in the childminder's care to thoroughly enjoy the time they spend with her. Systems for observation and assessment of children's learning are developing and the childminder is committed to ensuring the continual development of the service she provides.

the early years provision
Children remain safe and secure within the setting through the childminder, her co-childminder and household members having completed suitability vetting. There are clear written policies and procedures in place, but the child protection policy does not include the procedures to be followed if an allegation is made against the childminder or another member of the household. Detailed risk assessments of the home environment are undertaken and reviewed. However, outings are not included and this is a legal requirement.
p.5
the early years provision
The childminder has begun to evaluate the service provided, recognising key strengths and areas for further development. However, areas for development are not targeted and prioritised to maximise outcomes for children. She is committed to improving the service she provides and recommendations from the last inspection have been successfully completed. As a result, children now have independent access to drinking water and regularly practise emergency evacuations. She completed the required training following registration and has attended further training to increase her knowledge and understanding of the requirements of the Early Years Foundation Stage. Therefore, outcomes for children are generally good and continue to be developed.
p.5
the early years provision
The childminder promotes an inclusive service and ensures that she obtains information from parents to support children and meet their individual welfare needs. Parents receive information about their children’s daily activities and progress both verbally at delivery and collection and in the daily diaries produced for each child. Parents are encouraged to add their comments to ensure the childminder is kept up to date with children's changing needs as they develop. The childminder has developed good relationships with one of the local playgroups that children attend and chats to staff as children are collected to ensure continuity of care. However, there is no link with the other local group that some children attend but the childminder does not collect children from.
p.5
and outcomes for children
Children delight in the attention the childminder gives them and they develop self- esteem as a result of the praise and encouragement they receive. They enjoy the close contact with the childminder as they sit together on the settee to look at books and read a story. Children are interested in their play and remain actively engaged. The childminder interacts appropriately to support children's activities and has a caring and committed approach. Children behave very well as they know what is expected of them. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006 The childminder, together with her co-childminder, gives careful consideration to the organisation of the childminding environment and the toys and resources within it. Together they have created a welcoming and enabling environment for children to play and learn within. Resources are attractively displayed, clean, very

well maintained and age appropriate. This results in children having easy access to a wide range and variety of toys and play materials, which supports their enjoyment and achievements and promotes their independence to a good level.
p.6
and outcomes for children
Young children have room to crawl and pull themselves up on sturdy furniture as they practise their walking skills. They delight in exploring musical toys and pushing buttons to make the various sounds. Older children are provided with opportunities to enjoy a range of art and craft opportunities and enjoy sitting at small tables to paint together. They enjoy the fresh air as they play out in the garden and use a broad range of equipment to develop their physical skills to a good level. The children are developing early skills for the future and becoming active and inquisitive learners as they progress in their communication and literacy skills. Children learn about the world around them and cultural diversity as they celebrate festivals from their own cultures and those of others. Photographs show the children enjoying a wide variety of activities which enable them to explore and investigate different media, for example, as they bake and use their imaginations
p.6
and outcomes for children
Sensitive observations of the children's development are recorded and are linked to the six areas of learning. The childminder is still developing systems for observing and assessing children's learning and is aware that further development is necessary to ensure that they are used effectively. Current systems do not clearly identify individual children's next steps in learning and how these are to be planned for.
p.6
and outcomes for children
Children are developing a good understanding of hygiene routines as they clean their hands after messy play, before eating and after visiting the toilet. They are provided with healthy and nutritional snacks which include a variety of fresh fruit. Meals are home cooked, although the co-childminder takes responsibility for preparing and cooking these. Children are happy and content and obviously feel secure in the childminder's care, forming warm and friendly relationships with her and her co-childminder. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006
