p.2
Introduction
This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.
p.3
Introduction
The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).
p.3
Introduction
The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B.
p.3
Introduction
There were no children on roll when this inspection took place. The findings in this report are based on evidence gathered from discussions with those who care for the children and an inspection of the premises, equipment and relevant documentation. Where there are no children on roll, no judgement is made on the quality of the early years provision as there is no reliable evidence on which to assess its impact on children. The report states if the provider continues to meet the requirements of registration.

p.3
Description of the childminding
The childminder was registered in 2002. She lives with her partner and three children aged eight, six and four years old in the Mereclough area of Burnley. Minded children are able to access the whole of the ground floor of the property with the exception of the main bedroom and study. Children do not have access to an outdoor play area within the setting, however, they are regularly taken on outings and walks, including trips to the park.
p.4
Description of the childminding
The childminder is registered by Ofsted on the Early Years Register, and the compulsory and voluntary parts of the Childcare Register. There were no children within the early years age range present during the visit.
p.4
The overall effectiveness of the early years provision
The childminder does not meet all the requirements of the Early Years Foundation Stage. Although the childminder demonstrated through discussion a range of activities which she would use to support children's learning, her knowledge of the learning and development requirements is limited which has a significant impact on children's ability to make progress in all areas of learning. The childminder has a reasonable understanding of the use of observational assessment to record the children's progress and achievements. However, she lacks the knowledge of how to analyse this information to plan and provide experiences appropriate to each child's development.
p.4
The overall effectiveness of the early years provision
The childminder is not promoting the welfare of children as requirements which have a significant impact on children are not being met. She has not maintained her public liability insurance to promote children's safety within the home. The childminder demonstrates some understanding of keeping children safe by identifying the hazards within her home, however, there is no record of risk assessment to identify action of how these risks will be minimised for the home or outings. She has a sound understanding of child protection to enable her to appropriately safeguard children.
p.4
The overall effectiveness of the early years provision
The childminder has implemented a wide range of policies and procedures which she shares with parents and carers. Discussions with parents and carers as children begin their care enables the childminder to develop an understanding of the individual children's backgrounds and needs. Although the childminder is aware of the areas needed to improve her practice, she has not responded to the action raised at the previous inspection to improve her understanding of the observational assessment, which indicates the capacity to maintain continuous improvement is insufficient.
p.4
