p.1
Introduction
This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).
p.2
Introduction
The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006
p.2
Description of the childminding
The childminder was registered in 2007. She lives with her partner and son aged eight years in Dagenham in the London Borough of Barking and Dagenham, close to shops, parks, schools and public transport links. The whole of the childminder's home is used for childminding. The childminder is registered to care for a maximum of three children under eight at any one time, of whom no more than three may be in the early years age range. She is currently minding three children in this age group. She also offers care to children aged over five years to 11 years. The provision is registered by Ofsted on the compulsory and voluntary parts of the Childcare Register.
p.3
Overall effectiveness of the early years provision
Overall the quality of the provision is inadequate. Poor knowledge and understanding of each child's individual needs does not help to promote children's welfare and learning. Children are safe and secure inside the premises, however the garden area is unsafe and cluttered, risk assessments have not been carried out for trips with children, which does not support their safety. Parents are not informed of children's progress and achievements along the early learning goals, as there are no observations, assessments or sufficient play experiences in place. Lack of self-assessment hinders any progress within the setting and weaknesses are not identified and managed.
p.3
Overall effectiveness of the early years provision
Overall, the early years provision requires significant improvement. The registered person is given a Notice to Improve that sets out actions to be carried out.

provision
Parents are not provided with good quality information about the early years provision, they are not informed about their child's achievements and progress or encouraged to share what they know about their child. Parents are not encouraged to be involved in supporting their child's learning and development, therefore children's individual needs are not met. Children are safeguarded as the childminder has a sound awareness of safeguarding procedures, household members have undergone suitability checks and children are supervised sufficiently. However the outside play area is unsafe and risk assessments have not been carried out for trips and outings. Children do not learn about appropriate hygiene routines as they are not encouraged to wash their hands with soap before and after eating, furniture used for snack times have not been cleaned, which does not support the health needs of children. Lack of self-evaluation hinders any future

progress therefore children's needs are not met as weaknesses are not identified. Children do not learn how to behave and are hurtful towards each other, as they are not taught appropriate behaviour rules, they do not learn about safety as they hit each other and snatch toys from each other. Children are offered healthy snacks such as yogurts, however fresh drinking water is not available to them.
p.4
The quality and standards of the early years provision
Children do not make progress towards the early learning goals as they are not offered a sufficient range of play resources, that promote learning in the six areas. The environment does not help children to progress as play resources are not age and stage appropriate and not in good condition and not organised to stimulate children's interest. The childminder shows no understanding of the EYFS learning requirements therefore does not promote learning through appropriate language, activities or resources. Insufficient planning does not ensure children receive enjoyable and challenging experiences across the areas of learning, no observations or assessments are carried out with each child to promote their next steps of learning. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006
