p.1

Unique reference number 111599 Inspection date 11/11/2008 Inspector Amanda Shedden

p.1

Type of setting Childminder This inspection was carried out under sections 49 and 50 of the Childcare Act 2006

p.1

Introduction

This inspection was carried out by Ofsted under Sections 49 and 50 of the Childcare Act 2006 on the quality and standards of the registered early years provision. ‘Early years provision’ refers to provision regulated by Ofsted for children from birth to 31 August following their fifth birthday (the early years age group). The registered person must ensure that this provision complies with the statutory framework for children’s learning, development and welfare, known as the Early Years Foundation Stage.

p.2

Introduction

The report includes information on any complaints about the childcare provision which Ofsted has received since the last inspection or registration whichever is the later, which require Ofsted or the provider to take action in Annex C.

p.2

Introduction

The provider must provide a copy of this report to all parents with children at the setting where reasonably practicable. The provider must provide a copy of the report to any other person who asks for one, but may charge a fee for this service (The Childcare (Inspection) Regulations 2008 regulations 9 and 10).

p.2

Introduction

The setting also makes provision for children older than the early years age group which is registered on the voluntary and/or compulsory part(s) of the Childcare Register. This report does not include an evaluation of that provision, but a comment about compliance with the requirements of the Childcare Register is included in Annex B. This inspection was carried out under sections 49 and 50 of the Childcare Act 2006

p.2

Description of the childminding

The childminder lives with her partner and two teenage children in the Hatch Warren area of Basingstoke. She is registered on the Early Years and compulsory part of the Childcare Registers. She can care for six children under eight years and is presently caring for three children on a part time basis in the early years age group. All of the home and a fully enclosed garden are available for the children to play in, although the upstairs is only used for sleeping.

p.3

Overall effectiveness of the early years provision

Children are relaxed and happy and have good relationships with each other and the childminder. The childminder keeps the children safe in the home and when using the car, however, there are no risk assessments undertaken for outings and there is no evacuation plan, compromising aspects of the children's safety. All children play with the resources and activities on display, but no observations or assessments are made to ensure children are progressing. The childminder knows the children well and has warm relationships with them. However, children's learning and development are not effectively promoted due to the childminder's limited knowledge of the Early Years Foundation Stage. The childminder is undertaking training to improve her knowledge of how to implement the Early Years Foundation Stage framework.

p.3

Overall effectiveness of the early years provision

Overall, the early years provision requires significant improvement. The registered person is given a Notice to Improve that sets out actions to be carried out.

p.3

 ensure that children wash their hands before eating This inspection was carried out under sections 49 and 50 of the Childcare Act 2006  ensure parents are aware of each stage of development as their child progresses towards the early learning goals

p.3

provision

The childminder has not yet implemented the Early Years Foundation Stage requirements; she does not monitor her provision to ensure that each child is able to progress and she has not conducted a self evaluation to enable her to identify areas of improvement for the benefit of the children. The childminder has created a range of policies that are shared with the parents to support her practice. There are good communications between the parents and the childminder, time is taken each day to discuss the child's experiences and parents value the care their child receives. However they are not given information about their child's progression linked to the early learning goals. Children are fully supervised at all times and the parents and children are aware of who the emergency carer is. The childminder has been pro active in ensuring that she has a valid first aid certificate ensuring children would be treated appropriately if they were to have an accident.

p.4

The quality and standards of the early years provision

The childminder does not plan activities or make assessments on the children to ensure that they are progressing towards the early learning goals. Children are not developing an understanding of other cultures or the wider world. The children play well together, learning to share the resources and the time of the childminder. They self select from the range of resources that are out, which encourages their independence skills. Children are aware of other resources in the home and are confident to ask for them. The childminder responds positively to their requests and ensures they are all happy. Parents provide the children's meals and snacks which are stored appropriately. Children sit at the table or in the high chair when eating and can freely access drinks during the day, however, they are not consistently encouraged to wash their hands before eating. Children behave well, and they respond to reminders to care for each other and the resources.
